Armand Waters states the following when you ask "What is this place?"

".....council of Sancuary has kindly allowed us to establish a base here......in the defense of their town...."

I would think this is now inaccurate as they are located in New Duwarren, having abandoned their old chapterhouse in Old Sanctuary.
