Here is a copy of the proposed New Dunwarren reunification treaty that we discussed. Fizzwiggle and Thule currently support it, as does the hierarchy of New Dunwarren; only Crowshire opposes it.

This document is to assert that the split from the established, lawful, popularly-elected government of Sanctuary by the current residents of the region of the ruined Dunwarren metropolis known by the name "New Dunwarren" was due to intrinsic ideological differences and grave concerns over the inability of the governing Council of Sanctuary to prevent corruption, graft, and indecisiveness from polluting every aspect of the city they were responsible for. This rift has continued for several months, with both Sanctuary and New Dunwarren making overt and subtle overtures toward outward aggression and inward settlement-often both at the same time, which has created a nonsensical duality that has only served to create conflict between the two townships that has no true basis, merit, or value. The heights of these aggressions have been caused by the installment of an effective economic blockade against New Dunwarren, harshly punishing the ability of the citizens of New Dunwarren to move freely about the ruins of the Dunwarren metropolis, and draining the residents of the settlement of excessive sums of coins; the crude and savage actions of the former Ordinant Drilacko Kanaut against the Watch forces assigned to guard this toll gate represented a level of depravity and incitement of conflict that neither New Dunwarren nor Sanctuary wished to see.

While the governing theocracy of New Dunwarren will not abandon the ideological differences that first caused the split between the two townships, the people of New Dunwarren do realize that their concerns over the flaws inherent in Sanctuary's Council may be better-addressed by actively working to reveal and remove these flaws as a full part of Sanctuary, rather than by New Dunwarren's joint self-imposed and forced isolation from the core populace of Sanctuary. Sanctuary, in turn, recognizes the economic, popular, and religious value of New Dunwarren as a full, unified part of the city as a whole, and thus reciprocates the desire of New Dunwarren for a complete and full reunification of the dissident township into the core township of Sanctuary proper. To effect this complete reunification between the two townships, under the authority of the Sanctuary Town Council and the authority and protection of the Sanctuary Watch, the following terms have been agreed upon by both the townships of New Dunwarren and Sanctuary to enact the reunification:

1) New Dunwarren will rejoin the city of Sanctuary, under the governance of the Electoral Overseer and Town Council, and will thus agree to adhere fully and completely to the laws and tax code of Sanctuary.

2) New Dunwarren will accept the authority of the Watch as the legitimate defense force and law-enforcement organization for all of Sanctuary. Any members of the existing New Dunwarren defense forces, including the Greycloak Order, will be permitted to join the Sanctuary Watch at the rank of Private on a one-time basis if they so choose, with the only criteria being personal approval by Sheriff Azrus Azzam. Any Watch Privates recruited from New Dunwarren will have full authority throughout Sanctuary and New Dunwarren, and all existing Watchmen will have full authority within New Dunwarren and Sanctuary. The primary area of patrol responsibility for Privates recruited from New Dunwarren will be New Dunwarren, but their patrol responsibility can be changed by ranking Watch officers if there is such a need.

3) One citizen of New Dunwarren who seeks to join the ranks of the Watch will be promoted to the rank of Sergeant after a three-day learning period as a Private in order to provide a ranking officer from New Dunwarren who has command authority throughout Sanctuary and New Dunwarren. The citizen in question will be promoted by Sheriff Azrus Azzam.

4) The toll gate between New Dunwarren and Sanctuary proper will be disbanded, and no tolls will ever again be placed for passage between New Dunwarren and Sanctuary proper.

5) The existing defensive gates of New Dunwarren will remain in place.

6) All portions of New Dunwarren territory that are currently the property of the Temple of Tyr or the Triad clergy within New Dunwarren will remain the personal property of the Triad clergy; other property will remain under the ownership of its current owner or owners. No property will be seized or transferred from its existing owners by the government of Sanctuary; the Sanctuary tax laws will henceforth be enforced on all property within New Dunwarren.

7) The citizens of New Dunwarren will all be granted full citizenship in the city of Sanctuary, with the consequent rights and privileges that this bestows, including voting rights.

8) In order to resolve the issue of potential graft and corruption that created the ideological and territorial split between the residents of New Dunwarren and Sanctuary, a panel of six individuals-two citizens chosen from the New Dunwarren region, and four citizens chosen from Sanctuary proper-will be appointed jointly by the Electoral Overseer and the Town Council of Sanctuary at the start of each Council term. These individuals must be citizens of good standing in both Sanctuary and New Dunwarren, with no record of serious or capital arrest charges. The purpose of this panel will be to provide judges for trials in which a Town Councilor is the accused; two members of this panel will be required to preside as judges before the trial of a Councilor, and both must come to a joint decision regarding the verdict and the sentence. If there is a dispute over the verdict and/or the sentence, a tribunal of three of the other citizens-or the Electoral Overseer- may be chosen to preside over an appeals trial. The panel of citizens will be subordinate to the Electoral Overseer of Sanctuary, who will be responsible for overseeing their decisions and their accordance to Sanctuary law. Upon the conclusion of the appeals trial, the verdict and sentence will be final, with no further room for appeal. The citizens appointed to this panel may also be requested by the Sanctuary Watch to assist in an investigation into a Councilor, or may request that the Sanctuary Watch start an investigation into a Councilor. At the conclusion of the Council term for which they were chosen, the panel will be disbanded; there is no limit to the number of terms for which a citizen on the panel my be re-appointed by the following Council, however.

9) New Dunwarren will henceforth be known as the "New Dunwarren District" of the city of Sanctuary, and will be considered a full, complete, and unified part of the city of Sanctuary.

Let the blessed light of the divine oversee this agreement to ensure an equitable and fair reunification for both townships, and let the peace and unity that is forged between us by this agreement never be torn asunder, for as long as the ideals we espouse and the theologies we protect are never wholly abandoned by the people of Sanctuary.

Azzam asks passing privates to bring him several glasses of water over the course of forcing himself to read through the document; he makes a few brief notes while reading, finally drafting this reply:

A document written like this will only deter otherwise-interested citizens from understanding what is to be done. The people of New Dunwarren and the supporting councilors or yourself are free to state your reasons and feelings in a speech. This is what I understand of the arrangement, and what I want recorded as law, with what I will approve of at this time:

1. New Dunwarren is a district of Sanctuary, and recognizes that it is subject to Sanctuary law.

2. The residents in New Dunwarren are citizens of Sanctuary.

3. Current property owners recognized in New Dunwarren will be recognized as property owners in Sanctuary. They are to be reminded they are subject to Sanctuary law.

4. Members of the Greycloaks will be given special consideration for Watch induction.

5. At least one Greycloak-made-Private will be given Leading Private status in the New Dunwarren area; effectively, a Sergeant in his domain and concerning the residents of New Dunwarren.

6. The toll gate will be disbanded; so long as New Dunwarren respects Sanctuary law and remains a part of the town, there will be no tolling of the hill.

7. The existing defensive gates of New Dunwarren will remain in place.

8. With the final approval of the Sheriff, each new-term council will appoint three magistrates who are recognized by the Temple of Tyr as residents of the New Dunwarren area. One of them will judge when a councilor stands trial; if no magistrate can be summoned in a timely fashion, the Sheriff will judge.

A member of the Watch is a member of my Watch. That I accept their oath to Sanctuary is guarantee enough of their status. If they want a Sergeant in New Dunwarren, one will have to earn his rank. My men gain responsibility by learning how to walk the shifting dunes of duty, not kneeling on stone all day.
