Councilor Reynolt

General reply: [Official Report, Councilor Ivandur Reynoltl] 3rd day of Nightal in the year 150 Agent Hectra, Spellguard

I believe this report is of interest to you. A magical sending was put forth by one Althub Nor. He asked for adventurers willing to test themselves against his creations.

I arrived immediately at the arena to see what he had in plan. He announced fights to the death against his creations, asking for willing volunteers. He'd reward them with powerful magical items or gold in exchange for the risk.

I querried just what his 'creations' were and if he was a registered spellcaster. He stated they were special creations and that he'd be happy to register after the event. Since the Council unwisely removed our ability to arrest unregistered spellcasters, and there is nothing illegal in duels I let him continue.

His creations were undead. Again perfectly legal, so again he was allowed to continue. Several in the audience were harmed by being too close to the fight, and I issued a stern warning. However, such things are not uncommon in gladiatorial fights and the audience accepted the risk.

His undead are extremely powerful and singularly unique Councilor. The wizard is far more powerful than many I've encountered. Certain things he said to me when I escorted him to the Spellguard tower after the contests to register as an arcane caster gave me hints as to his purpose though.

He dwells in Pholzubalt, a city filled with undead. I've no idea as to its location, but request you have the Seekers discover it and immediately inform the Spellguard. The necromancer builds his creations there and brought them to Sanctuary to test against our local heroes.

He maintains there is something unusual about the properties of the undead in Pholzubalt that makes them superior in nature. This is highly dangerous, the last thing we need is a uber-undead created by a rogue necromancer. I'd ask permission to seek out the city, to gather parts from these undead to analyze and study. We will need to know how best to combat these undead if they become a threat.

Those engaging in this contest are as follows: Victor Greyson a divine casting necromancer who also summoned the undead. Urok the half orc. Quaddra a warrioress who recieved a blade that cut into undead easier but possessed an enchantment that actually will heal them upon a strike. A priest of Ilmater was slain in the contests, as was the half orc Maugh. I will add that this necromancer is an extreme coward. He trembled during my interrogation of him and his goals. Several times attempting to run once he was inside the Tower, fearing he would be imprisoned by me-especially when I reminded him he lacked a permit and his contest had harmed several in the audience.

Afterwards, I tried to prevent further contests of this nature by informing him he'd require a permit most likely from the Council or the mayor to continue his 'contests'. Sadly, the Spellguard also lacks the authority to oversee magical contests such as this. It is a true pity our authority is so lacking, otherwise we could have saved the lives of these adventurers most likely.

I appreciate your report, mention of such a city as this is quite disturbing and odd. I've never heard of a city comprised entirely out of Undead.

I will tell the Seekers of this, "Pholzubalt" immediately and request their discovery of it. I will also do a degree of study on my own concerning this city.

Furthermore, I will speak with the other Councilors about amending or establishing such a Law to arrest those casting without a license. Though, regardless, should he have registerred, he still would have been able to hold such a despicable contest due to the lack of laws against Necromancy. Soon it will be outlawed if the people have their way.

Also, I wish to have Victor's "Prize", the Skull, confiscated and studied as to it's uses. I'm told it holds the ability to animate the slain at the whim of the user. I'd wish to be sure of this, to either keep track of who posesses this device, should it ever be abused further than it's presence already allows, or should my law be passed, to destroy it.

In a follow up to the earlier report. I have discovered all of the items given out by the necromancer as prizes. I presume you have an interest in them. None are dangerous, but all are clearly necromantic in origin.

Qaddra received a sword enchanted to cut deeper into the undead, but it is cursed. It will heal any undead it strikes, although the blade itself still wounds.

Urog the half orc obtained a scythe enchanted to cut deeper into humans.

Victor obtained the skull as discussed.
