There's this device which, when fully charged, gives you 2 Confusion (10) charges. The tool is relatively easy to find, and it's near impossible to live through 10 rounds of confusion. In the end, it's almost a guaranteed kill if you get it off succesfully at DC16 which, when it comes down to PvP, is pretty medium rare.
What's your thoughts?

They aren't a common find, and the Confusion only works well in specific circumstances. I think it is fine as it is.

Though those specific circumstances range from anywhere between '1 PC to 20 PCs' as long as there's no NPCs around. Prot. from <Own> alignment does the trick if it's in a small room. It's absolutely fantastic if you want to throw an ambush at someone who isn't prepared for a fight.

Thanks for the tips. I still fail to see how its overpowered in relation to other stuff you can get on quest drops though. Its decent, but not overpowered or broken.

I'm gonna go with Caddies here. It's not that tough. There's no small number of quest drop items, many of which are more common than this particular thingy, or items acquirable through crafting and purchase (WAND OF HOLDZ LOLZ) that are 'absolutely fantastic if you want to throw an ambush at someone who isn't ready for a fight'. Let's face it, only stupid people or Kiaring ever lose at PVP they initiate themselves. XD

Its not that tough. I know what you mean, but it isn't that tough. The right potions can get rid of it within one round too, even if you are afflicted with confusion.

There's the problem you can't drink (Clarity) potions or make any other actions while confused. It's sixty seconds in which you're completely defenseless. That's my three cents!

Test it out, but you use to be able to drink clarity potions while confused.
If you can't, I'd be for raising the amount of charges the device uses for the confusion effect. I like seeing items that can throw a fight off balance, like rings with level 20 Scintilating Spheres, or level 9 Summon devices.

DC is managable, and these devices are fairly rare. I don't see a real problem with it, and it likely won't be changing.

Rgr that. For Oroborous: You cannot drink any kind of potion while confused, Clarity isn't an exception to the rule. (Tested it to make sure.)

I don't understand why you people are taking this so lightly. Obedience is absolutely right in that this is a save-or-die item that isn't terribly difficult to find -- certain quests have one or more of these devices as part of their standard drops. Not everyone walks around with PfA up constantly, and like was mentioned, you can't get rid of the confusion yourself while under its effects. This thing has a higher DC and a duration 7 rounds longer than wands of Hold Person.
If you insist on keeping the item as it is, at least make it impossible for people to spam certain quests to hoard these items. True Strike potions can be found on quests too, but as far as I know, not in any particular quest -- you just have to get lucky or spam the more difficult ones in general.

The way the loot system works on EFU means that you cannot spam any specific quest to get this item.
It is not an instant-win item by even the slightest stretch of the imagination. It's honestly fine as it is, though we do thank you for the suggestion!

I think it's fine. Although the DC is high, it is also passable. And as MadCaddies said, the items aren't instant win items. PvP shifts like the sand of the sahara desert, and flutters like the wings of the infamous Al-klakakakahn sand pigeon.

After reading these posts could you please tell me the quests that give this as a standard drop? I suddenly feel the need to own a few of these...

I just want to comment that the only time I've ever used one was in PvM, and it was one of the most awesome things ever. I used both charges on an elite monster (goblin, i think), and it failed its second save. It changed an "OMG we're outnumbered let's turn back" situation into a manageable fight.
I love spells and effects that disrupt the enemy, so if the confusion effect has to go, please replace it with a high-powered web or grease effect.
Just my $0.02.
