Can you PvP Kobolds/Goblins in Lower Sanctuary without a DM to supervise the PvP?

The "No PvP in Lower w/o a DM" rule extends to Kobolds & Goblins all the same?

No PvP in Lower w/o a DM.

Can't be more explicit than all encompasing with that statement. Yes. Every PC needs DM supervision now in Lower.
