While I know there is the Watch bounty hunter quest to find the NPC's, I think it would be awesome aesthetically to throw in a few of the more prominent PC bounties on the placards. For example, an update-able version by PC watchmen if possible, to add more things to it, or a persistent one atleast to fit with the other bounties.
Example being, a plate saying "Joe Halferslayer", A well known, well bountied PC wanted for the murder of four halflings, would have a place amongst the other NPC bounty heads.
Adding it IC I think would just be a neat aspect not done yet to my knowledge.

No, I believe he just intended for existing PC bounties to be placed on placards next to the quest ones.

Well. Either would be welcomed, but yeah, Metro has it.
Alot of bounties are thrown up ICly by the watch, mostly forum-side. It'd be cool to see that moved IG amongst the other bounties.
(Though if you guys want to script a way to hunt down and kill a wanded guy for phat XP, that works too)

It's not so much a scripted quest as it is a scripted way to allow Watch members an easier time in communicating standing bounties, not unlike the rentable board in the bazaar.
As for turning in people with bounties on their heads- that should be left to the PC watchmen, definately not scripted due to some exploits I see possible and the reduced interaction.
I think this is a pretty darn good idea.

Not enough bounties are placed up to catch wanted criminals, and bounties are a great way for people who want to join the Watch to know who to look out for... as well as for other players outside the Watch to assist and interact with the Watchmen (and the lovely but dangerous Watch ladies).
EDITED-
I also think the bounty boards should go up in the Town Hall instead of the Watch House. There is more traffic there as well as a dedicated Watch NPC who can explain the bounties.
EDITED AGAIN-
A command like "/c addbounty <"Name">" could be added to simplify things. There could be six major active bounties at one time. To remove a bounty would require a Watchman to type "/c removebounty <"Name">". If a Watchman wants to place a bounty he/she should also have to make posts on the forums for people to check to get more information.

Unfortunately, this could lead to a lack of a papertrail by our sign-making Watch PCs, which can be as important ICly to the Sheriff as it might be OOCly to us DMs.
A forum-posted bounty can include photoshop-filtered screenshots or paragraph-long descriptions of the bounty subject, and a rap sheet. Signs just get a SetName, and much more than just a name and maybe the crime in brief, like "Tim Timmons, wanted for Noncompliance", would make for an ugly thing to mouse over.
I'm not sure I really like this idea yet.

I was thinking more akin to the NPC bounties where they were just DM placables, with the Examine information on the bounties, not so much the Guard name changer on the signs.

I like this idea alot, not only does it encourage players to play Bounty Hunters/Join the watch as Meldread said it also makes a criminal with a bounty feel cooler/gain respect in the Underworld :D

I really don't see this being as useful as has been suggested, and at best, were it implemented, it would likely mostly be a flavor piece. I think a better option would probably be to just ask a DM to add signs listing bounties into the module after one is added on a PC, rather than creating a script to do this. These could be more detailed and contain a description of the PC in question, to avoid metgaming.
That being said, I don't really see the problems AScottBay is concerned about, either-if the PC Watchmen don't handle their own forum spamming, then they'll have to be held accountable to that.

While I'm not really a fan of the suggestion myself, I'll present an alternative to the rentable stall approach:
Give a bounty notice inventory object a unique power/unlimited. Use it somewhere on the ground (or on pre-set "bounty spots" denoted by smaller, useable placeables) to launch a dialogue similar to that of the scribe's -- only, this time, actually demand the player names the bounty (+1 for named scribed notes!) -- and spawn in a new placard with the details. This way the bounty notice will only show the name, and one would have to use it to start a dialogue in order to get the details.
Also, 1.69 is said to include SetDescription().
Personally, I think this is flavour for the sake of flavour.
