Dear Harbingers,

I am getting tired of the impotence of the Law Enforcement folks of Old Sanctuary. The Councillors are weak-minded. They are more inclined to listen to the silver words of a liar than dig for the truth.

Wanted criminals roam freely without fear. Too many criminals are granted exile, and comparing the sizes of where the criminals can go versus where they can't, it's more like punishing the victims, especially for one who likes to wander. How can this be right?

I'd like to know what you can offer in terms of giving criminals the punishment they deserve so that the common folks can live in peace.
