The Free People of Lower have been wronged by the Watch and the people of Old Sanctuary. We ask that our grievences be addressed.

Arsden Lazaz was ambushed and murdered last cycle by Sergeant Valaron Sunellar in the tunnels below Old Goblin Town. He attacked Arsden from behind with no prior warning, as Arsden was battling goblin spirits. Sergeant Sunellar then arrested Arsden Lazaz. When one of our company asked Sergeant Sunellar of his authority and juridiction to do such things, Sergeant Sunellar informed us all that this territory -was- his jurisdiction, and that Arsden was a criminal, though did not state his crime. As an ally attempted to heal a gravely wounded and shackled Arsden, Sergeant Sunellar prompty murdered Arsden as he lie there helpless. He warned the rest of my company to leave immediately or face death. He refused to relinquish Arsdens body, assaulting a man named Kadin, who tried to take the corpse. He then covered Arsdens body in oil and burned it.

I waited for Sergeant Sunellar at the Watch House. I told him my name and that I was an employee of the Pissing Crone, and that Arsden Lazaz was my boss. I asked for the return of Arsdens belongings, and the return of the key to the Pissing Crone Inn. Sergeant Sunellar told me that I was a liar and a criminal, and that all people in the Crone and Lower were liars and criminals. I refused to argue with the Sergeant. As I asked him one last time for the key to the Crone, he made me give a pledge to him, and then gave me the key. As I turned to leave, Sergeant Sunellar rushed ahead of me and locked the Watch House door, demanding the key back. My cause lost, and being allowed to leave, I did so.

I will not let this cowardly and miserable action rest while I live. I was brought along on this mission at the wishes of Arsden, and though there were many others within our company, I knew none of them. I will be gathering witnessess and asking those there to step forward. Among the company of Sergeant Sunellar were a Watch recruit posing as a spy in Lower named Agrael, the Tormtar priest Geoffry Wellington, and a halfling Seeker.

We wish the following addressed:

1. Sergeant Sunellar was acting in the capacity of a Watchman while in Lower territory. He specifically stated that Lower was within his jurisdiction.

2. Sergeant Sunellar assaulted Arsden Lazaz invisibly from behind with no warning while Arsden was battling to free Lower of the undead goblins. Sergeant Sunellar assaulted Kadin the Monk as he attempted to retrieve the corpse of Arsden Lazaz.

3. Sergeant Sunellar murdered Arsden Lazaz after he was shackled, near death, and helpless. He then covered the body in oil and set him on fire.

4. Sergeant Sunellar robbed the corpse of Arden Lazaz, among which was a key belonging to Cyrus, operater of the Pissing Crone Inn within Lower Santuary. Sergeant Sunellar refuses to relinquish this property to the Pissing Crone.

I have been gathering witnesses to the murder of Arsden Lazaz by Sergeant Valaron Sunellar. Besides my own account, I have the word of three other men that were present.

Rulers of Old Sanctuary,

I would like a reply on the matter of the murder of Lower Citizen Arsden Lazaz by the Old Sanctuary Watch Sergeant Valeron Sunellar. We wish him extradited from Upper Sanctuary to the Hoaran Shrine to be held accountable for his crimes in Lower.

I understand your hesitancy in this matter, but allow me to point out that by idling here, you condone the crimes committed by Sergeant Sunellar, which begins a dangerous precident.

If Old Sanctuary citizens may enter Lower and murder our citizens with vague accusations of crimes committed, then Lower citizens will enter Old Sanctuary and murder your citizens which we believe have committed crimes against us. I do not believe you would want such an arrangement.

It is true that you as a people are more organized than us. That you are stronger than we are. By doing nothing you signify that your law is sham and convenience, and that you rule only by strength. You may believe that there is nothing we can do, if you choose not to cooperate with us. You are wrong.

Van Volfram,

If you wish us to extradite Sergeant Sunellar to Lower, are we to expect that all crimes commited in Lower against citizens of Sanctuary are to be dealt with? Arsden Lazaz was not a citizen of Sanctuary, and so is not subject to our law.

If you attempt to come to Sanctuary and kill citizens, then you will be punished. If Sergeant Sunellar wishes to go to Lower to stand trial for percieved crimes, then he may do so at his own judgement. As I understand it, Lower has no laws save those enforced by gangs; you live in anarchy. If you had laws, and a citizen of Sanctuary broke them, then I would certainly see to it that the Sergeant was trialed.
