Greetings Sergeant, I'm writing you in hopes you can shed some light on the activities of the Tigereyes in regards to the populace of Lower.

I was speaking to members of the Red Smiles and mercenary Folkor today and was at a loss. The Smiles are a local gang who, according to the Tigers, haven't done anything harmful to the citizens of Lower. Apparently they take issue with the Tigers running things and there was a fight where members of both organizations were killed. I believe I once told you I was involved with a gang in my youth, and have a strong wish to put these folks to good use. I have heard rumors before of the Tigereyes mistreating folks in Lower, and know that they are hard handed mercenaries with a much greater love of coin than the people they protect.

The gang members were content to speak to us, rather than remove us by force. A beserker woman named Rose grew tired of talking and killed one outright, to which the others fled. This does not sound to me like a group of dangerous killers that need to be put to the sword.

Any information you may have on either group that you can share with me that you think is relevant would be appreciated. Sorry for the rush, duty calls.
