Would a well educated person know that most of the gods can sense things related to their portfolios before they happen? Shar can sense thoughts relating to hope and Cyric can predict lies being told four or five months before they happen.
Does this, along with certain types of divination, suggest that free will doesn't exist in Faerun and that everything is predetermined? If so, by whom?

No, no one would know that because really it doesn't happen that way. As a whole the FR Gods are reactionary to things happening in their portfolio. They don't sense thoughts or desires unles actively using a spell of read thought. They can sense intent through watching mortal act...and they are gods. SO they probably have prety good intuition as to what might occur (high wis).
As for knowing things that will happen, scrying and divination can occur, and the gods use these spells the same way mortal do to catch a "glimpse" of the future or what might be. Just like any divination it's gets tougher to see the future the farther out it is.
Really there is no predetermination, no no one determines it.

I was reading over Faiths and Pantheons, and it says specifically under the bigger deities that they can sense things before they happen:
Mystra senses working of the Art that draws on the Weave eighteen tendays before it happens and retains the sensation eighteen tendays after it occurs.
It says the same general thing under the other major deities. Elistree (sp?), for instance, can detect good drow being threatened or drow rejecting Lloth and company in the present, but that's different than sensing things months before they happen.
I know that cannon tends to match up rather poorly and that there are a number of holes. If nothing is determined, even for the gods, I won't be too dissapointed.

No, that is a very special occurance because in effect she -is- the weave and the weave is a very real part of her. She can shut it off at will to Gods and mortals alone for that reason. I could see Tempus "sensing" a super big battle comming up, much in the way some one who knows nature can walk outside and look at the sky and tell by the clouds that a storm is comming.
The other Gods can't shut of murder, happyness, etc from happening even though they are parts of their portfolio.
*note, I may be off base here, but from what I have read I think I'm in line*
