Currently, Watchmen are required to pay the toll /out/ of New Dunwarren, but not /in/. I'm not sure whether this is intentional. I suggest that it be scripted so that they shouldn't have to.. being officers of the Law'n all.

There should be a dialog option for Watchmen and Councilors to get out of a toll area. Your character is wanded, so I'm not sure why it isn't available to you.
Edit: It's the same script that checks if you're a Watch member that's used everywhere else in the module, too!
I hate to dredge up an old topic, but, does this actually work? I've never seen a dialogue option of the sort that is described.

For one thing, the toll doesn't charge you to leave Sanctuary, for anyone.
As for the return trip, my mistake: it isn't a dialog option, but instead of the Jittery Toll Private saying "By council order, you must blah-blah", he should say something like "welcome back", and you won't be charged.
I have been charged 100 gp to return to Sanctuary every time I've spoken to the Jittery Told Private. The dialogue does not appear to be different for me.
