== Sister Ayumi Speaks Plainly ==

Sanctuarians. I, Hikaru Ayumi, tire of the myriad excuses that have been offered to you by those who have so listlessly governed you these long months. I tire of the rebellions against our sovereignty that have been allowed to fester and stagnate even as they have left us shattered and weak. I tire of seeing our craftsmen's skills go to waste for lack of resources with which to work. I am tired of seeing fear of the dark dominate the hearts of our friends and neighbors. Worst of all, I know that many of you have endured this pathetic state of affairs longer than I, yet those who have promised to lead you have abandoned you for their own selfish causes.

Unity with Lower

There is a dire truth to be faced. We cannot survive in these harsh depths if we cannot act together, yet still so many succumb to the temptation of anarchy and rebellion. It cannot be allowed to continue. It is for that reason that, if elected, I shall pursue the reannexation of the Lower Ward, yet not before the necessary resources to help them rebuild, and the necessary manpower is available to ensure that law is enforceable and rebels may be pursued effectively.

Unity with the Spellguard

Long have the Spellguard kept us safe from the dangers that lurk in the darkness beyond the walls of our city, as well as those that manage to slip past the watchful eyes of our Watchmen, yet were they appreciated? Sanctuarians, it is our lack of appreciation and support that has driven them to rebellion against us. These wounds must be healed through diplomacy and mutual concession, that they may rejoin Us as a People, and stand under a single Banner with us once more. Do not doubt that our mutual survival depends on our loyalty to one another.

Watch Authority

I shall seek further empowerment of the Sanctuary Watch, especially as it pertains to taxation and social stability. It is my belief that evasion of legal and deserved taxation is one of the main causes of our city's lack of funding, and I shall put my best efforts to helping our dutiful watchmen solve this problem.

The Errant Seekers

Many have accused the Seekers of being treacherous inciters and rebels. For many of them, this may be the case. I propose, however, that rather than disband them and allow their discontent to become more of a nuisance, that we instead purge their ranks of those who plot against Us as a people and put them to a task that shall bring us closer to Strength.

I intend to seek a reformation among the Seekers; to direct them to a purpose that we all truly can embrace: The liberation of our brethren who still bear the chains of slavery. The location and rescue of such unfortunates shall be their first and only priority, for we can waste no more time or energy in locating that which has eluded them for over a century, yet skilled men such as they should not be left unutilized.

Monsters Among Us

It is true that there are members of 1000 races that flee from the chains and whips of those races that rule the Underdark, but this is a city of Man. Efforts must be taken to drive out those beasts and creatures that were never intended to share streets with mankind, I declare to you that I refuse to admit we have fallen that far.

Improving Sanctuary's Military Presence

A home can only be protected if there are enough men willing and able to bear steel and magic to defend it. I, for one, know the intense effort that both the Spellguard and Watch have made over the years to this end, and am appreciative. In these times, however, we shall need more.

I intend to seek legislation that shall ensure that we are ever ready not only to defend against our many enemies, but also have the manpower to bring the attack to them when and where they are vulnerable.

I intend seek to make citizenship available to tradeless new arrivals of fighting age only after they have registered to receive basic martial training and membership in the Sanctuary Reserve, to be called upon to support the Watch and Spellguard (if reconciled with) in dire times.

Expansion and Conquest

We are a small group of men and women at this time, of course. But history remembers that Humanity as a whole was once vastly outnumbered by all other races in the lands under the sun. It is time that we remembered who we are, and why the kingdoms of Men stretch from Ocean to Ocean and beyond in the lands of surface.

We will build our ranks, and move against our smaller neighbors. We shall topple their forts and villages one by one, growing stronger and more numerous as we claim their resources and liberate their slaves.

Realize that I do not propose warfare with the now-mighty drow, or raids against the beholders of Chabzash, but it is the nature of growth and prosperity that others must give over that which they have to fuel it, and Humankind is a race that was born to overtake all others, no matter where they find themselves. ==============================================

In Closing,

I have no deceptive catch phrase or slogan to tantalize you, I merely speak plainly. Sanctuarians, if you are tired of living among fear, weakness, beasts, and discord, then put your faith in me, Hikaru Ayumi, for I vow that I shall not rest until I have delivered these things and more.

Hikaru Ayumi on New Dunwarren

People of Sanctuary, while I respect the efforts that some of the previous councillors have taken to ensure that the people of New Dunwarren still contribute in some small degree to the prosperity of Sanctuary as a whole, such as the tolling gate, we all know this is not enough.

We have been patient with them, and the previous council has made at least some effort to convince them that reunification is in both our and their best interest. Make no mistake, however, their selfish move of secession and seperatism is nothing short of rebellion against the Sovereignty of our city.

The time for talk and half measures is over. Sanctuary is meant to be a city governed by the mandate of men and women, and while they are free to worship whom they wish, they should not be allowed to revolt against the will of the people as a whole.

If elected, I intend to set a date and time limit for reannexation negotiations, and ensure that they understand that Our Home is meant to be a place unified by our common plight, rather than a place fractured by the religious disagreement.

In short, they must be convinced to respect the will of the Council, for it is the will of the People. After all, if others will not respect it, why should you? Sanctuarians, the Council is only as strong as the men and women who sit in it. Elect me, Hikaru Ayumi, and I shall not fail you.
