I believe that the number of NPC guards should be less or removed completely the reason is they restrict you from doing actions because they are an NPC and the only way to do "types" of actions is either away from these NPCs or getting a DM, now I like to play without hassling a DM alot myself.

The reason is if you chase someone and run past an NPC they should I dunno try and stop you they cannot because they are NPCs I believe NPCs should only be placed in buildings, I am not talking about all NPCs but only those of Enforcement (Gang members, Guards etc)

The reason is if you NEED to attack an NPC because there watching or whatever the whole upper/lower sets you to hostile.

SO maybe instead of removing them you could just say if you attack a Watchman than all the Watchman NPCs are hostile not the WHOLE town.

Unfortunately, if someone runs past an NPC and their is no DM on, they basically got away. It sucks sometimes, but it happens. You really can't get around the PvP rules with scripting. I don't think.

At the same time there's this problem:

What if you're being chased by a Watch member and at some point, you decide to resist arrest. You'll probably pass at least 4 Watchmen before you'll have escaped who just stand there doing nothing. At the same time, if you decide to fight back with so much NPC lawenforcers near, it could get somewhat messy. (Fair to say: Definitely not, not, not allowed to FD the PC Watch.)

Pup pretty much nailed it. You just have to desist.

Also, don't be hesitant to get into contact with a DM when you're planning PvP at any time. I think I speak for most of the team when I say that I like to watch PvP go down. Its exciting. :P
