Would it in any way be plausible to set up a process that intercepts any mail sent to a certain character? This regarding to mail being sent via the 'letters and notes' forum.

Basically, it means someone steals the mail and prevents the recipient from ever seeing it.
Well, it would be a tough work around since once OOCly posted, it's up. Plus, PMs can be sent with info too, and how are we going to regulate those. From an OOC standpoint, I really don't think it's possible.
This is largely impossible with the way we have established communication in the game. We've made no mechanism to represent a "mailbox" for a character, instead it has been the public posting system that exists now that we trust players with. We could implement a sender/receiver system in game and drop forum communication, but it will require a good chuck of our time and I'm not sure it is desirable at all. Implementing it so it works both across forums and on the web will be even more complicated as we haven't made a service for IG communication affecting the IC message boards on the forums yet.
Bottom line, this would require a large amount of work for what I am currently convinced of is a minimal gain.
