I have couple of questions on your tax: is it to go to the city or your own pockets of Councilors Elaueth, Crowshire and Krown? Does Krovus have to pay each of you 10% of his profits? Please clarify this immediately.

The tax goes to the city, not to the Councillor's pockets. It applies to each items sold; for example, if Krovus sold something for 10gp, then 1gp of that would go to the Treasury.
