I've really been thinking this over for a little while now, and I am humbly resuggesting this.
The clothing needs an in game reason to be purchased. Its expensive, its an awesome idea, it should inspire envy and awe in PCs and NPCs to see someone decked out in the latest Ghail fashion (and pity and contempt for anyone in last year's fashion).
Now, there are two ways I'd like to see this done: one better than the other.
The easiest way is bonuses to social skills in the cloths. If you look better, people are more likely to listen to you, be fooled by you, be intimidated by you, feel more easily insighted to rage by you. Even just a +1 to any social skill isn't too much, considering the prices the Ghail clothing is already set at. You can already buy such clothing from the normal shop.
Problem, if Ghail line Alpha comes out after the election, you're outdated Ghail clothes now should suck but still give the bonus. This is not how Armani built an empire.
Best idea:
Make the bonus a scripted variable attached to certain conversation nodes. Every time a new "line" of Ghail clothing comes out, the conversation checks if the variable is for a new or old line: spitting out better or worse responses.
The more Ghail clothing you wear, the better/worse the liklihood you impress/invoke contempt for your fashion sense. So essentially, every time a new line comes out a PC will have to get rid of his old Ghail clothing to buy the new line. Good for business and strangely appealing to a metrosexualphobic man such as myself even.
The bonuses can be random and small. Maybe commoners give you more respect, maybe NPCs give slightly higher rewards, maybe you can get drinks cheaper, maybe the waitress tends to flirt with you more, maybe certain NPCs you have to threaten take a man who obviously has money more seriously than that guy in rags over there. Conversely, even Lord Bunge may mock someone in last year's fashions and try to overcharge them or swindle them.
It would mostly take two scripts; adding a few variables to the clothes--then require adding a new option to conversations (where most the work will be).
The other thing I'd suggest, why is the clothing so ugly? Bulky leather gloves instead of elegant ones? Dull taupe colors instead of flashy bright ones? I'd buy some Ghail robes, but I want to dye them after I get them--my PCs who are fashionable enough to wear Ghail won't wear bulky brown leather boots or taupe robes. You can make some really amazing stuff colorwise once 1.67 is out since its quadrupling (roughly I think) the amount of colors in the palete.
