You call the tax we have placed on the gate tyrannical. You insult our defenders, our citizens, and this government. You disparage everything about Sanctuary- So why do you want to come here? No one is forcing you to leave your anarchy. You chose to pay the tax, so you have no right to complain about it.

If you do not already realize fully, Lower is not a part of Sanctuary any more, nor do we claim it as part of Sanctuary. You have repeatedly stated a wish for independance- You have it. If you attack Sanctuary then you will die, if you exist with us peacefully then you will live. I am not making threats; this is a simple statement of facts.

Sanctuary could annihilate Lower if we wished to.

We don't, though. We are content to let you live your lives in your bizarre state of 'freedom'. We do not interfere with you. Do not repay this benevolence with unwarranted agression, because it will go badly for you.

I don't fully believe that you will bother reading this before branding it tyrannical, but still. I have tried. If any of you actually want to rejoin Sanctuary, then feel free to sign your name as a statement of intention- Though, I don't expect any of you will. Essentially, this is a plea for you all to have some sanity and clear judgement. You have the lack of government that you apparently desire, we have the government we desire. If we were the tyrants you lable us as then we would have already asserted dominance over you. The offer of aid and protection, as ever, is available.
