Despite the self-explanatory layout of the guard rod I find myself very afraid to use it because I pretty much have to go by my guts. I know what constitutes a minor or a capital crime, but I haven't the faintest clue of what I'm doing when I'm pressing the buttons, other than that the result is a *poof* and an occupied cell. Since I don't really think it's such a good idea to test the rod on living subjects (I'm assuming placeables are invalid targets here...), a strictly OOC guide explaining the rod's functions would be really neat!

This is more of an in-game matter. If your character doesn't know the uses of the tools he is given, it be best he seek out the information so he doesn't look foolish down the road.
It also may be partially intentional that this information is not completely available in an OOC format.

I figure somebody off-screen ought to be there to teach any and all new recruits about how the Rod functions.
If it's any of an issue of DMs just not having enough time to do it though, I'll be glad to write an OOC guide on using the Guard Rod.

Related note I was informed yesterday that PvP was free for law enforcers in Old Sanctuary, but that's the first time I've been told that. While a DM should obviously always be attempted contacted, knowing exactly how far we can go without DM supervision would also be nice. This issue may have been addressed before (I'm pretty sure it has), but definitely not since the split (and the subsequent forming of the Ledskirs and Nancies).

I... really think it's a matter of using common sense. If someone is breaking a law, you have the right to subdual them if they try to resist the punitive measures allowed by the law. If they're not, you shouldn't do anything without a DM. If you intend to try to use your position as a law enforcer to start a conflict and make it look like the other was at fault, or to kill another character, you should get a DM.
Ultimately, if you just want to subdual a person for breaking laws, you don't need a DM. If you want to outright kill them or make things complicated, you do.
As for the wand... again, it's common sense. There's an in-game item entitled "Sanctuary Lawbook" that lists the punishments for various offenses-though it is somewhat out-of-date, most of it is still accurate. As for the wand functions and destinations... common sense.

I did not think it was very obvious now! And on the wand, I think I managed to be unclear enough in my initial post to be misunderstood. I know what a serious crime is and can easily arrest for it. What I don't know is, how long is the offender arrested?
My initial statement was just for "Old Sanctuary," incidentally-if you want to subdue someone in front of Ledskir gangsters, or New Dunwarren paladins, or Spellguard workers/animatrons, or Cave Worms, and are a law enforcer... obviously, you would need a DM.
As for the wand, minor crime is like 2 hours, I think, which is like 10 minutes, and serious is like 4-6 hours, I think, or 25-30 minutes.
Old Sanctuary and the Machine Zone are still two different things despite being neighbours, and I'm very unclear on how much leeway the Spellguard/Watch is given in the other area (naturally, neither have much to say beyond the border to Lower Sanctuary). When it comes to PvP in Lower, because of conflicting information I've been unsure of what non-Ledskirs can and can't do since the arrival of the gangs.

Even Watchmen are supposed to send DM tells as they engage criminals. However obviously they shouldn't get in too much trouble if they don't. The reasoning is that, if they get beaten, then it makes little sense for the NPCs to just stand there watching.
That said, I never once summoned a DM when arresting a resisting criminal in Upper, and I believe Cail still holds the record for most arrests in a career. :p
Also: Minor is 2 hours, 10 minutes. Serious is 8 hours, 40 minutes, though I thiiiiink some trick of the clock makes it generally say 35 minutes by the time a Watchman gets to the Cell.
Its best to send a DM a tell, yes. I mean, shit could hit the fan and Cail Durris could get stomped by level 2 PCs like Brendan Wilks and we can do the appropriate NPC responses.
