skill checks counter parts for PC x PC ?

There are a list with the counterparts to skill checks ? If a PC rolls a "intimidate" check, which skill check the other PC must roll ? Or is a simple DC=15 or so ?

Making skill rolls with/for other PCs is consent-based and works however you agree to work it out. I recommend using it to show off your huge skill rank investment rather than "beating" another value.

Soo do it dont have any IC consequences, is PC only decision accept or not the check.

Correct.

The only times in which a roll is valid and binding is if a DM is there and has requested that player X makes a roll.

Other than that, you can under no circumstances demand that any player adhere to your roll to force them to do something. (ie: "I rolled a 39 Intimidate...that means you -have- to do what I say, or run away or something")
