Behold the latest Tyranny of Upper Sanctuary:

Most of you know by now about the Toll Bucket they put on our land. And yes, I said Our Land. Before today, it was widely understood, and accepted that that gate was the marker between our fair city, and their dying husk of a town. Look at where their own damn city limits marker is.

Now, however, when they encountered resistence, and rightfully so, from us, they claimed more land for themselves! -Our- land!

Don't stand for this, Lower. Don't let them force their taxes on us. Don't let them steal our land. Don't let them line their coffers with our hard earned coin.

Let's take back our land, and our dignity. Let's show them that they can't push Lower around.

Yeah! Kill the Toll Man! Destroy the gate! Blow it up!

Those who do not pay the toll are bringing the demons of the Underdark nearer and nearer, dooming themselves and the other citizens... Those who do not pay the toll are to be seen as enemies of Sanctuary, not even paying to save us from the creatures.

Why? Because we will not pay their watchmen, to rule over us, a small Dhogur, each and every one of them? Because we will not pay their Councilors, to make laws that cater to the rich, and trod on the poor?

Upper Sanctuary cast us aside. They broke their ties with us. Let them pay for themselves, and us for us.

It is not a toll to protect Sanctuary. It is a toll to allow them to continue their tyrannical ways.

Keep your nose out of our business, Upper.

He's right ye folks of upper will soon see how misfortune falls upon ye. Hide it as you like but it is known that your luck has run out. You tax because you havn’t the funding to defend your precious walls anymore. A reckonin be comin, doom approaches, and yer and yer kin will feel the misfortune we have felt for years.
