Citizens of Sanctuary, it is of utmost importance that you hear my message.
Imagine, for a moment, the brave armies of Sanctuary. The Watch, the Tigereyes, the Civic Defense League. Imagine them in their shining armor, standing fast against the hordes of goblins, drow and worse at our gates.
Imagine them again,with rusted, broken apart useless armor, with zurkhwood clubs and stones for weapons.
The Duergar, the dark dwarves, they could inflict this fate upon our proud forces any time they please.
More than 90% of our finished metal comes from their mines, not a stone's throw from our gate. The surface dwarves among us can tell you many tales of Duergar treachery if you care to listen.
Their intent is obvious in the metalwork they sell. All well-crafted weapons and finely made armors in this city are war booty. All the Duergar offer are equipment they wouldn't deign to touch themselves.
We do not have to tolerate this. Among us lives a proud community of dwarves, many of them with extensive metalworking experience. Together we can drive the duergar from their holes, and our bearded brothers can take over production of the mine. With friendly hands in control of our supplies of metal and the manufacture of arms, we would no longer worry about the quality of our arms. Instead of being clad in cast-offs, our Watch would be armored second to none.
Dare we leave our ores in the hands of these dark dwarves a moment longer?
