I will phrase this simply. Your Clan understood the dangers of the Chosen threat to Barak-Tor when it undertook the lease to claim the property, and you have proven highly effective in fulfilling your duties to hold back the Chosen, as well as maintaining consistently your rent payment to the Watch. The Watch recognizes the sacrifices and the valor that the Stoutheart Clan has committed in defense of the property of Barak-Tor, and we have no wish to see your clan removed from the property. We are grateful for your continued efforts against the Chosen, and we would be pleased to see your lease of Barak-Tor continue indefinitely.
However, the recent actions of your Clan have led me to the understanding that your warriors are no longer able, or willing, to deal with the Chosen threat that emanates from the regions near Barak-Tor. This threat is unlikely to diminish or be halted, and the terms of the lease dictate that those who reside in the property must be prepared to face and hold back the threat of these Chosen. I understand that these creatures have taken a heavy toll upon your endurance and your fortitude. Every citizen of this city, however, faces countless dangers from both the ruins underneath us and the lurking night outside us. Your Clan is entitled to respect for its actions in defense of the Barak-Tor property. It is not entitled to attempt to flaunt the laws of Sanctuary or place blame upon others for the Chosen threat that occurs near Barak-Tor.
In short, Thane, Barak-Tor is yours to lose. The reactions of your Clan members toward the rest of Sanctuary in response to the continuous Chosen threat are wholly unacceptable, however. You have served as good tenets, and able defenders, for a lengthy period of time, and it would be to both our detriments to see this relationship ended.
The question I pose, then, is this. Does Clan Stoutheart still desire to, and remain capable of, leasing the property of Barak-Tor? If so, I would ask that you exert control over the other members of your Clan and make them understand that they are not to hold the remainder of Sanctuary, or the Watch, responsible for the Chosen threat that they must face. If not, then inform me soon so that the Watch may reopen the lease contract and seek a new group capable of standing in your stead.
