I have read and catalogued your pamphlet 'On the State of Sanctuary', and look forward to your philosophical treatment of the Ubel Rebellion. I would recommend that you have a look at Erhurd Grenshurd's 'The Reckoning of Law: A History of the Sanctuary Watch' as well. The tome might help refine some of your ideas on Lower. The tome may also illuminate the Watch's role in suppressing the Ubellites at the time.

I look forward to speaking with you further on these matters. Although I have a number of duties to perform between the two towns, I will endeavour to meet with you at a most convenient time to explore this further.
