Out of the chaos of Lower, two major gangs have appeared. They are the Dirty Nancies, wearing red and brown, and Ledskir's men, wearing blue and yellow.
Their influence must not be allowed to spread into Old Sanctuary. I ask that you create laws severely limiting their freedoms within the city. Give them the status of the goblins and kobolds who are often killed on sight.
If you do nothing, their power and influence will simply grow as they corrupt the remaining free people of Lower and eventually spread to Old Sanctuary.
