You have an out-of-date recruitment file on hand with the Sanctuary Watch. The Watch is currently in the process of recruiting new members to swell the ranks of Privates. To this end, should you still wish to join the Watch, you will need to conduct a re-interview, as well as submit a formal application to the office of the Sheriff. Should you no longer desire to serve with the Watch full-time, I would direct you to a potential recruitment into the ranks of the Watch Reserves.
