Dear Harbinger Fiona Datsonamal, esteemed follower of the Poet of Justice,

This letter is an offer for a member of the Temple of Hoar to send a delegate to the Greater Dunwarren Security Quorum. We discussed this issue many moons ago, but I have included a summary document to refresh your memory. I hope you will discuss this offer with your temple hierarchy and that they will choose to send a delegate.

This offer may come as something of a surprise given that you belong to a religious rather than governmental organisation. However it is very important that the people of lower have some sort of representation in the Security Quorum. In many ways Lower is the area with the most to benefit from this gathering, as the standards of wealth, safety and sanitation are the lowest in all of the greater Dunwarren area. I do understand that the people of lower have clearly demonstrated they do not currently wish a ruling body to pass laws upon them. However this does not mean they should be without voice. I had hoped that a representative could be found to express the feelings of the people of lower, heterogeneous and anarchic as they are. What better organisation to do this than your temple? I am informed the temple has been in lower for a long period of time, and has remained free from looting and fire during all the periods of chaos. That indicates that the people respect your church as much as any other organisation. Who else could speak for the people, the Red Skulls? The gangsters? The Sons of Ubel? All of these groups could be consulted before you represented Lower, but none are as well entrenched in the community, with the degree of impartiality and neutrality that your church represents. I urge you to step outside your normal functioning, and seek a greater justice for people long down trodden and without voice.

If you wish to send a delegate, please send word to myself at the Pissing Crone. If you refuse the offer and can think of a preferable candidate, please let me know as well.

The Security Quorum will consist of delegates drawn from each of the five independent areas of the greater Dunwarren area. To date these are: The Magiocracy of the Spellguard; Old Sanctuary; Lower Sanctuary; New Sanctuary and the Mycopolis. A representative for each of these areas will be chosen by the ruling body, or closest approximate organisation. These delegates are empowered to make decisions and agreements to whatever degree their leaders see fit.

The New Dunwarren Security Quorum’s primary objective is to allow a level playing field for the transmission of information amongst the different territories of the Dunwarren. With this cooperative goal in mind, the members would be briefed by the leaders of their respective areas, and they would express the will of their constituents.

There is no specific agenda for the Quorum, but topics of consideration might include, but not be limited to: - Cooperation in times of invasion or war. - Shared security or law enforcement information. - Trade, both internal and external. - Delineation of borders and areas of influence or significance. - Pressing social or theological issues. The Security Quorum will not have power to make binding decisions based on majority vote. All decisions made will be by consensus of the participating representatives. So, for example, three participating members might agree to a mutual law enforcement policy, but they would have no power to enforce this policy on the remaining two members. The location of the meeting would be rotated among the different member organisations. The hosting member will gain no special privilege or power at the meeting. The hosting member would be responsible for securing the safety of the venue and the representatives. All representatives would be guaranteed safety when travelling between a meeting of the Security Quorum and their respective territory.

Duration between meetings to be determined by the delegates based on the pressing needs of Sanctuary, but in no case less than once each calendar month.

These rules act as a preliminary outline only. The delegates may choose by consensus to amend or rewrite them as they see fit, keeping in mind the greater goal of inter-factional cooperation in Sanctuary.

An independent stenographer will be present at each meeting, and will provide a transcription of the meetings to the governments of each sitting delegate.
