This is a formal invitation to the Old Sanctuary Council to send a delegate to the Greater Dunwarren Security Quorum. I have included with this letter a précis of the Security Quorum’s function and structure. I hope it answers any questions you may have after our discussion a few sleeps ago.
Old Sanctuary, as your area is currently colloquially known, is in a unique situation within our fraternity. The Council is the oldest ruling body, and the one with the most power and authority. More than any other area of Sanctuary, it is your Council and the men and women who serve under you who will determine if we stand tall against our enemies or ignobly fall. Without a delegate chosen by the Council, the Quorum will be a shadow organisation, without true significance. The Security Quorum offers some hope for a unified front against our opponents, and I hope you can convince the other Councillors of the significance of the Security Quorum and the opportunity it offers Sanctuary as a whole.
The Council has shown great tolerance to the separatist movements of Lower and New Sanctuary, and I hope this tolerance will be extended to the Security Quorum. No citizen wants civil war, and the meetings of the Quorum will allow your delegate to offer the other area’s delegates peaceful terms for the continued safety and prosperity of the city.

The Security Quorum will consist of delegates drawn from each of the five independent areas of the greater Dunwarren area. To date these are: The Magiocracy of the Spellguard; Old Sanctuary; Lower Sanctuary; New Sanctuary and the Mycopolis. A representative for each of these areas will be chosen by the ruling body, or closest approximate organisation. These delegates are empowered to make decisions and agreements to whatever degree their leaders see fit.The New Dunwarren Security Quorum’s primary objective is to allow a level playing field for the transmission of information amongst the different territories of the Dunwarren. With this cooperative goal in mind, the members would be briefed by the leaders of their respective areas, and they would express the will of their constituents.
There is no specific agenda for the Quorum, but topics of consideration might include, but not be limited to: - Cooperation in times of invasion or war. - Shared security or law enforcement information. - Trade, both internal and external. - Delineation of borders and areas of influence or significance. - Pressing social or theological issues. The Security Quorum will not have power to make binding decisions based on majority vote. All decisions made will be by consensus of the participating representatives. So, for example, three participating members might agree to a mutual law enforcement policy, but they would have no power to enforce this policy on the remaining two members. The location of the meeting would be rotated among the different member organisations. The hosting member will gain no special privilege or power at the meeting. The hosting member would be responsible for securing the safety of the venue and the representatives. All representatives would be guaranteed safety when travelling between a meeting of the Security Quorum and their respective territory.
Duration between meetings to be determined by the delegates based on the pressing needs of Sanctuary, but in no case less than once each calendar month.
These rules act as a preliminary outline only. The delegates may choose by consensus to amend or rewrite them as they see fit, keeping in mind the greater goal of inter-factional cooperation in Sanctuary.
An independent stenographer will be present at each meeting, and will provide a transcription of the meetings to the governments of each sitting delegate.
