Dear Gudmundur Gunnar, son of Eyvik,

This is a formal invitation to the Mycopolians to send a representative to the Security Quorum, as discussed several cycles ago. Please find enclosed a document describing the purpose and functioning of the Security Quorum.

I hope you will hand this letter on to the leader of the Cave Worm Clan, and, if you see fitting, any other responsible elders or wise men or women that the residents of your area rely on to make serious decisions. If you could impress upon them the importance of the Security Quorum, I would be in your debt.

I do expect members of the pro-machine Spellguard Magocracy to be present on this council. I am well aware of the antipathy between your two territories, and wish to make several points clear which I hope will dispel lingering doubts about sharing a meeting with a distrusted organisation. Firstly, no one is expecting the Cave Clan to submit to the wishes of any other area, nor to forfeit their independence or sovereignty. Secondly, the Security Quorum has no power to enforce regulations or rules on the Mycopolis area, either by majority vote, or any other means. Thirdly, even if Mycopolis has no desire for cooperation with the other areas of Sanctuary (such as mutual defence in times of invasion, or trade for food etc.), it would still be of use for the other organisations to hear a member of the Canal Ward come forward to articulate the exact terms and nature of any isolationist stance that the Cave Clan and other peoples of the Mycopolis desire. Finally, I have heard your reservations on a spiritual level, that cooperation with the other Dunwarren factions might cause unwanted corruption. On this topic I will defer to greater religious minds than my own. I humbly suggest that those most suited amongst the Mycopolians to judge spiritual matters choose a delegate least likely to succumb to this negative influence. Please send your reply to myself at the Pissing Crone. Once I have received word from the interested parties, I will endeavour to find a time that is suitable for all the representatives.

The Security Quorum will consist of delegates drawn from each of the five independent areas of the greater Dunwarren area. To date these are: The Magiocracy of the Spellguard; Old Sanctuary; Lower Sanctuary; New Sanctuary and the Mycopolis. A representative for each of these areas will be chosen by the ruling body, or closest approximate organisation. These delegates are empowered to make decisions and agreements to whatever degree their leaders see fit.

The New Dunwarren Security Quorum’s primary objective is to allow a level playing field for the transmission of information amongst the different territories of the Dunwarren. With this cooperative goal in mind, the members would be briefed by the leaders of their respective areas, and they would express the will of their constituents.

There is no specific agenda for the Quorum, but topics of consideration might include, but not be limited to: - Cooperation in times of invasion or war. - Shared security or law enforcement information. - Trade, both internal and external. - Delineation of borders and areas of influence or significance. - Pressing social or theological issues. The Security Quorum will not have power to make binding decisions based on majority vote. All decisions made will be by consensus of the participating representatives. So, for example, three participating members might agree to a mutual law enforcement policy, but they would have no power to enforce this policy on the remaining two members. The location of the meeting would be rotated among the different member organisations. The hosting member will gain no special privilege or power at the meeting. The hosting member would be responsible for securing the safety of the venue and the representatives. All representatives would be guaranteed safety when travelling between a meeting of the Security Quorum and their respective territory.

Duration between meetings to be determined by the delegates based on the pressing needs of Sanctuary, but in no case less than once each calendar month.

These rules act as a preliminary outline only. The delegates may choose by consensus to amend or rewrite them as they see fit, keeping in mind the greater goal of inter-factional cooperation in Sanctuary.

An independent stenographer will be present at each meeting, and will provide a transcription of the meetings to the governments of each sitting delegate.
