Dear Chelene Blake,

This letter is a formal invitation to the newly forming Greater Dunwarren Security Quorum. We spoke of this idea several cycles ago, but I have included a more detailed description of the Quorum functioning. In short it will be a meeting of delegates from the five separate areas of the Dunwarren. It will give these representatives a chance to speak on level terms about issues and goals that affect other areas of the city. I hope you will deliver this letter to your superiors, and they will see fit to delegate a responsible member of your organisation to represent The Spellguard Magiocracy.

One possible sticking point is the inclusion of both the Mycolopolis and the Lower Sanctuary areas in the Security Quorum. I understand that the Spellguard has not received warm welcome in these areas of late. However, the rules of the council specifically dictate that the safety of the representative is of paramount importance, so there should be no fear that your representative would come to harm. In my experience the Spellguard has been more than willing to logically and calmly state its objectives and beliefs. This forum is an ideal chance to disseminate these beliefs to the representatives of other areas. If nothing else, I will appeal to your sense of patriotism. Despite the fact that the ideologies of some delegates may be strongly opposed to your own, we are all members of the same extended family. Against the powerful and manifold enemies that surround us in the Underdark, we ultimately stand together, or fall together.

Please enclose your reply to myself at the Last Stand. Once I have received word from the interested parties, I will endeavour to find a time that is suitable for all the delegates.

The Security Quorum will consist of delegates drawn from each of the five independent areas of the greater Dunwarren area. To date these are: The Magiocracy of the Spellguard; Old Sanctuary; Lower Sanctuary; New Sanctuary and the Mycopolis. A representative for each of these areas will be chosen by the ruling body, or closest approximate organisation. These delegates are empowered to make decisions and agreements to whatever degree their leaders see fit.

The New Dunwarren Security Quorum’s primary objective is to allow a level playing field for the transmission of information amongst the different territories of the Dunwarren. With this cooperative goal in mind, the members would be briefed by the leaders of their respective areas, and they would express the will of their constituents.

There is no specific agenda for the Quorum, but topics of consideration might include, but not be limited to: - Cooperation in times of invasion or war. - Shared security or law enforcement information. - Trade, both internal and external. - Delineation of borders and areas of influence or significance. - Pressing social or theological issues. The Security Quorum will not have power to make binding decisions based on majority vote. All decisions made will be by consensus of the participating representatives. So, for example, three participating members might agree to a mutual law enforcement policy, but they would have no power to enforce this policy on the remaining two members. The location of the meeting would be rotated among the different member organisations. The hosting member will gain no special privilege or power at the meeting. The hosting member would be responsible for securing the safety of the venue and the representatives. All representatives would be guaranteed safety when travelling between a meeting of the Security Quorum and their respective territory.

Duration between meetings to be determined by the delegates based on the pressing needs of Sanctuary, but in no case less than once each calendar month.

These rules act as a preliminary outline only. The delegates may choose by consensus to amend or rewrite them as they see fit, keeping in mind the greater goal of inter-factional cooperation in Sanctuary.

An independent stenographer will be present at each meeting, and will provide a transcription of the meetings to the governments of each sitting delegate.
