Warden,
Your modifications to our fair Multi-Settlement Defense Accord have been rejected by the Council. Your unwillingness to contribute to the organization which defends your settlement and all of its citizens by proxy has forced us to extract it forcefully.
Beginning quite soon, we'll be setting up a toll gate. The specifics of these tolling measures are:
- 100 gold tolls will be required to pass through a toll gate at New Dunwarren.- A specific tariff of 1000 gold pieces for every unit of exported trade goods. A 'unit' of trade goods is defined by the Council as either less than the workload of two livestock, OR four humanoids to transport into New Dunwarren. Smaller imports are treated as whole units. Larger imports will be divided into smaller units, and treated individually.
- All laws regarding toll gates apply.
All money collected at the toll gates will be transferred to the Sanctuary Council Treasury to be allocated as per its budgeting system.
These measures will be sustained until such time as you accept the fairness of the initial Accord, or rejoin the city of Sanctuary.

As you will.
I'd hoped the stench that permeates from the Town Hall had not spread to all, yet it seems that it has become the cancer I had feared it would become. No matter, place your toolgates. Those of you who were not turned back by the Gate that prevents darkness from entering our settlement will have seen: food, water are in scarce demand. You believe we can pay your tax? Truly, in good consience you would post a toll against old men and idealists who have had enough of your deception and self interest? Nay, good Councillors, New Dunwarren shall not become beholden to darkness and rot.
The swords of New Dunwarren would always have been on hand to guard the Greater Ruins of Old Dunwarren, but it appears the fee to enter your realm shall cost too much. For now, I can only pray that come next election, your Citizens will have more sense than to vote in men of such scant moral calibre.
But I digress, and this old hand is beggining to ache from writing. I shall part with some advice: The Temple upon the Hill is not your foe. Only the truly wretched fear voices that speak truth. And the truth shall resonate throughout these halls. It has lain silent for far too long.

One thousand coins every week, from an entire settlement, is a meagre amount. We made it so low, to give you a chance to build, yet your arrogance has asserted itself and you feel compelled to offer no aid whatsoever to the Watch.
Speak on darkness in the hearts of men and a plague of immorality all you will. We need those funds. At any time, you can agree to the Accord and the tolling measures will end.
