As per Council decree, The Seekers are no longer exiled from Upper Sanctuary. Property of the Hall has been turned over to the Watch in order to supervise the Seeker Scouting Division. The following changes have been made in regard to this decree:

* The Watch will be in charge of the Seekers, but will not have direct access to our files. Specifically they would have a "veto power" over the Seeker's recruitment and operations and lead any investigations of The Seekers. * The Watch will have a checks and balance system with the Seekers. The Sheriff and two Council appointed Watchmen will be allowed to periodically dip in to Seeker files to check for corruption and the status of our operations. * The Seekers will have two Council appointed Seekers to periodically check Watch files for corruption and the status of their operations. * The next Council will vote whether to give The Seekers full independence from The Watch. The vote must be unanimous in favor for The Seekers to gain independence.
