A ragged, barely legible note arrives at all three locales
We have the Tinker. The insane gnome is ours, and will be killed within three darks unless the Council, the Watch, and the Spellguard agree to our terms:
You will pay us a sum of 5000 coin.
You will give us a seat on the Council, as representatives of the druidic and shamanistic peoples of Sanctuary.
The Spellguard will *cease* all activities involving the great Machine - it is an abomination and will not be tolerated.
If these terms are not met, the gnome dies.

After getting help deciphering the sloppy handwriting, Azzam asks Sergeant Timmons if he knows anyone named "Tinker" and, getting a shrug for a reply, sets aside the note; he decides to perform a full, personal inspection of the posts around Sanctuary, neglecting his paperwork for the day.

Reev reads the letter, then frowns, trying to understand why urban anarchists who have expressed explicit disbelief in the Council body now want a seat on it in order to represent a divergent group of uncivilized people with equally as dissimilar objectives, none of which involve any aspiration to representation in the civil government of a city they do not live in.
