I've recently heard that a man I know is seeking to join your ranks, and I'd like to express my satisfaction with his performance so far in serving Sanctuary.
Arthur Temmius is a principled man of Helm, and his performance reminds me of another aspiring Watchmen, Casca Quinn. Sergeant Quinn was an excellent Watchmen and was a testament to the integrity of your organization. With time I'm certain that Mr. Temmius will prove just as great an asset to the Watch, and from my experience I believe him to be just as principled.
