Introduction:
A specter is haunting the streets of Lower. The spies and the hired thugs of the Spellguard fear it, but the wise of Lower realize that their suffering is nearly over. That specter is an idea - the 'Law' can no longer trample upon the children of Lower! The fallacies inherant in the dubious 'virtue' of civic order have been exposed as lies. It was the heavy hand of the Law that was behind the brutal corruption of the Tigereyes. It was to preserve their power that the Watch sold your wives into slavery. They do not protect you, but strike you down. The wise man says No More and realizes that he must stand up!
This is the Modern Enligtenment, and you all stand to gain by partaking in it. The streets of Lower are without direction, and it is high time that this confusion is put to an end. The State which controls the least is the best for its people. Lower has no need for mercenary thugs to govern its people. Operatives of the Watch or Spellguard used to keep order will be rebuffed. Lower should be defending itself. Each man is his own guard, and he watches over himself.
