Maybe it's just me and I haven't found them yet...but is there any vendor in Sanctuary that buys stolen goods? I'd expect to see one in Lower Sanctuary but to the best of my knowledge, I haven't.

A DM will likely chime here, but I'll tell you there are no vendors that buy stolen goods. The reason for this is to maintain server balance in the way of gold income levels.

Also it creates player/character interaction by way of forcing players to engage in some form of commerce. If even only to just give the item to someone else.

Items, however, that are marked "This merchant will not buy this type of item" are different then the ones marked stolen. My suggestion is that you look around and talk to other vendors as there is likely one that will buy items that other merchants may not.

This is correct. We don't use the stolen flag to indicate stolen goods. We use it to indicate goods that we don't want people selling to NPC's. If we want it sold, it isn't marked stolen. Part of the idea is to get people to use consumables instead of unloading them on merchants who don't want them.
