Could be a noobish question, so be warned.

I've gathered that there was once a strong gang presence in Lower Sanctuary, and they've all been killed, or disbanded or whatnot. I'm thinking of making a merc type of character, and I was interested in getting him to join a mercenary type of group. Are there any such groups left in Lower? Are there plans to create one?

Of all places, Lower remains unclaimed by any group. No authoritative power enjoys eminence there, especially on the street, and so things are extremely chaotic; the only place in Sanctuary where PvP can be done without explicit DM supervision. As a DM, I'm really hankering for some PC group who are organised enough to stake their claim there and make an impact.

There's always things in motion around Lower, I tell you. If you look around on the forums there's a few PC groups similar to this around. If it doesn't suit you, just follow Metro_Pack's advice.

I'd appreciate being pointed in that direction. If that doesn't work, I may just follow your suggestions.

This is where you run into the dreaded 'FOIG'. Telling you what's happened in the game via the forum would be metagaming, you need to take your character into Lower and find out for yourself. If you can't find these gangs, there's probably a reason for it.

Dude playing here a long time Lower is crazy and always been crazy.

First its ruled by crazy mercs who kill people left and right.

then its ruled by some gangs who form lower council.

Then its ruled by no one (again.)

Then its ruled by goblins (for a few minutes before getting killed even though hrug had a plan,)

Now its curently ruled by no one.

The history lesson helps a lot, actually.
