What follows is a revised document, which we feel would also help safeguard us against any potential threat from future, more hostile Councils. If you have further exception, I'll stop by your Office. - Redpath

The Inter-Settlement Defense Accord

This Accord acknowledges that a coordinated defense with cooperation from both parties is the best defense. Therefore, the purpose of this Accord is to bind both New Dunwarren and the city of Sanctuary together in times of military emergencies. Furthermore, the Council of Old Sanctuary, as sovereign power of the forementioned territories, accepts the secession of New Dunwarren, and furthermore recognises it's right to exist as an indepdendant state within the walls and protection of the Ruins of Greater Dunwarren

These are the following clauses of the Accord:

- That Old Sanctuary pledges that it's Law enforcement personnel shall neither attempt to enforce the Law of their settlement within the walls of New Dunwarren, nor enter the very gates of the Settlement without the express permission of New Dunwarren defensive personnel. Exceptions are to be made when dire matters of Defense of the Greater Ruins of Dunwarren are considered.

- That New Dunwarren recognizes that the Watch defends them by proxy and is willing therefore to fairly contribute both personnel toward the purposes of mutual defense.

- That, in times of military emergencies, New Dunwarren shall send significant forces to the aid of the Watch but that:

- At no time shall New Dunwarren be required to entirely denude its own defenses of personnel.

- That the issue of tax shall become negotiable at a time when both Governing bodies deem that New Dunwarren can afford to pay for the upkeep of defence of the wider City without detriment to it's building process and development.

- That the New Dunwarren force commander follows the orders of the Watch unless they are deemed by him to be entirely immoral or endangering of his own settlement.

This is a mutually beneficial Accord that will form the foundation of cooperation that both settlments must lay if we are to survive our true enemies without.
