We have determined that there is little point speaking to the advisers of the Sheriff. An accommodation mutually beneficial to the leadership of this region will be arranged with the appropriate representatives of the Watch regarding the maintenance of law and order.
Continue with these dialogs if you feel it will benefit yourselves, but the Order of the Spellguard no longer sees any possible benefit within the meager offers you have given us--your attitudes and positions must change. We will continue under our own prerogative to defend Sanctuary's gates and streets from criminals while working with the Watch.
Interfering with this prerogative will go poorly for your legislative body. We will allow no one and nothing to weaken the safety of this settlement. This is our sole concern, whatever monies sit in your coffers--and it is a piddling amount--is not our concern.

As you can see, the Spellguard have denied the legitimacy of the Council. Further, they have threatened the government of Sanctuary should we take any measures against them. Their sole gamble is a deal between the Watch and Spellguard- if they Watch stays true to the Council, they have made a mistake and will be called on it.
We are discussing measures that will bring them off their pedestal. The Spellguard depends on Sanctuary for many facets of its survival, the blood and sweat of the Watch notwithstanding. If you hold true to the instutition you worked so hard to lift out of its hole, then we can proceed. If however the threats of the Spellguard are deemed to much for you, and a deal is made with them which excludes the Council, then you must take on the heavy responsibility of governing that which we do, for the Council shall indeed become illegitimate at that point.
