I would like to clarify something concerning the Laws of Upper Sanctuary with you, do the Councilors hold the authority to have others ordered to leave Sanctuary under the threat of being arrested for the mere reason of angering them?

Just earlier today Councilor Dufroid ordered me to leave Upper Sanctuary after she got angry over our conversation, threatening to have me arrested if I did not obey her, as I wanted to avoid unneeded chaos, I did as she told me to.

I do find this absurd and annoying though, due to the fact that she has a grudge with me and may order me to leave in the future as well.

If councilors do not hold such an authority, then Dufroid should be told, but if they do hold such an authority, then no matter, forget my report.

Councilor Dufroid does not have the authority to order you or anyone else to leave Sanctuary. The only time she would, would be following a trial for capital level crimes in which she presided over as judge.

Be assured that the Councilor herself isn't above the law, and that she will be informed on the limits of her authority, very swiftly.
