From the Council to the Spellguard

Spellguard,

We've had the unfortunate ordeal of having to treat with your Agent Sennik, who surprised us more and more with how dull and arrogant he is. Please ensure that we at no point in the future ever have to discuss politics mutual to both our settlements with him again.

As we're sure you're aware, defense is something that directly affects us both. We presented the following proposal to Agent Sennik for cooperation in defense matters between Sanctuary and the Spellguard:

Council The Inter-Settlement Defense Accord

This Accord acknowledges that a coordinated defense with cooperation from both parties is the best defense. Therefore, the purpose of this Accord is to bind both the Spellguard and the city of Sanctuary together in times of military emergencies.

These are the following clauses of the Accord:

- That the Spellguard recognizes that the Watch defends them by proxy and is willing therefore to fairly contribute both personnel and a weekly stipend to it toward the purposes of mutual defense.

- That, in times of military emergencies, the Spellguard shall send significant forces to the aid of the Watch but that:

- At no time shall the Spellguard be required to entirely denude its own defenses of personnel.

- That the Spellguard governing body pays a weekly stipend of at least 2000coins to help the city of Sanctuary maintain the gates and walls and ensure that they are manned.

- That the Spellguard force commander follows the orders of the Sherrif of the Watch unless they are deemed by him to be entirely immoral or directly endangering of his own settlement.

Be aware that the monies covering the retention of defense enchantments will be paid to you outside of this agreement.

This is more than fair, we believe, yet was outrightly rejected by Sennik who stated that despite secession from our city the Spellguard would be absolutely unsatisfied with any such deal, and that moreover the Spellguard would not accept any deal that did not involve them having direct command of the Watch.

We truly hope that the buffoon Sennik did not in fact speak for the commanding body of the Spellguard. Please consider this proposal and offical one from us.

As you prefer to 'Buffoon' and ask us to take this in consideration as a direct documentation from the new Council, it highly makes your status lower in my eyes.

So far, you have failed to understand the situation. The town in it's whole, is hidden and protected by wards that our Order is maintaining. Council's enchantments, wards, Watch's armors and even the public sending system, they are all made by us. All this, and yet you, "The Council", declare that we drain your resources and should pay to you?

Is this perhaps due to your lack of money? Is it perhaps because you can't even pay for the good members of Watch that you so highly speak of? I'm disgraced by your words. There are facts, that this new Council has not included here, but rest assured, we in the Order are willing to discuss and show these points of knowledge that you so lack.

Alturiak 21st, Year 152 Councilors Town Hall Regard the Inter-Settlement Defense Accord Duly Appointed Councilors,

We have determined that there is little point speaking to the advisers of the Sheriff. An accommodation mutually beneficial to the leadership of this region will be arranged with the appropriate representatives of the Watch regarding the maintenance of law and order.

Continue with these dialogs if you feel it will benefit yourselves, but the Order of the Spellguard no longer sees any possible benefit within the meager offers you have given us--your attitudes and positions must change. We will continue under our own prerogative to defend Sanctuary's gates and streets from criminals while working with the Watch.

Interfering with this prerogative will go poorly for your legislative body. We will allow no one and nothing to weaken the safety of this settlement. This is our sole concern, whatever monies sit in your coffers--and it is a piddling amount--is not our concern.
