The Sanctuary Library was established as a government building with a Council-approved staff in order to avoid paying taxes. However, there seems to be some concern by the citizenry about the Council's involvement in the library, despite the Council's role being limited to staff approval.
I would like ownership of the library transferred to myself, as private property. Taxes would be paid as prescribed by law. Since the city gained Ten-thousand gold coins from Frum Highill, while he went on to personally furnish the library, I believe this is a reasonable request. The library would benefit from being a private institution, both in public image and in management, as it would be run by a somewhat informal group of scholars contributing to the library's shelves, instead of (and I mean no offense!) politicians who may or may not be concerned with the function or status of the library. The city would benefit by no longer being required to review every interested librarian, freeing up Council time, and the city would collect regular taxes. If necessary, I am more than willing to agree to one or more of the following terms for a deed to the property:
- No submission to the library shall be censored.
- No citizen shall be denied access to the library unless they have committed a criminal act on or near the premises.
- No citizen shall be charged coin for the use of the library, excluding private business operated on the premises by persons unaffiliated with the owner.
- An additional One-hundred (100) gold pieces payed during each tax collection.
