question 1 am I allowed to make a elf/gnome/races that live long whos been in upper/lower since the begining or 100 years + if not how many years could I spend in these places.
question 2? Do I need special Dm permision to play someone in Lower that was a former tiger eye or who just happened to survive the collapse?
question 3 do I need special permision to play a former employee at the Rock bottom?
Question 4 Could I start off a survivor of big bills footmen?
Question 5 What backrounds living in upper or lower can I start out without having to app?

If your background confers you any real advantages over other players, you need to app for it.

Im not asking for any advantages Ie special faction gear. Plus none of these would necesaryily be any ingame advantages. Well I could see perhaps knowing things (being in sanctuary 100 years + being a ic knowledge advantage.) but as far as extra gear and stuff no I dont want any advantages. just think that plenty of rock bottom people survived the Rock. (course for one reason or another dosent want to work at the last stand.) 2 As a former fottman of big bills. Not really a lower watchman im talking about the old days in Lower those footman but decided to leave because bills working with upper trash etc.
For former tiger eye! I dont see that as a huge advantage considering Ic he might of had to sell his gear to just survive the past year and go into hiding. plus I t hink this would be cool because the current in game survivors are 2 npcs named *spoiler and *spoiler*
and 1 pc named *spoiler*
Just arent asking for basically a entire gear to give me a advantage in pvp and gear. mainly just a backround wich I see dont give any real advantages. Infact if anything there disadvantages some of the backrounds.

For minor things like this, it is best to clear it with DMs first so that you don't accidently RP things in your past, that didn't happen (such as leaving Bill when he became a watchman, when none of his men left him).
