Posted around Upper Sanctuary: "The Dufroid Vision"

Those of you who have had the good fortune of living on the Surface will have a proper perspective on the state that Sanctuary is in. For the rest of you, it should be made clear right now that Sanctuary can not be called civilization as it stands. Grave mistakes have been made in the past. We are feeling the dire consequences of those mistakes today, and have for a while.

We don't need to live like this. With wise leadership, our lives could be worth so much more.

Our current Council is too large. With the opinions and ulterior desires of the Council varying so widely, the decisions that need to be made seldom are. The number of Council seats needs a significant reduction. With fewer Council seats, only the most reliable of election candidates will come to represent Sanctuary. Decisions will be finalized more often, with fewer views to conflict with one another. Funds directed to emptied Council seats can be directed to other, more important areas.

The taxation of the impoverished should end. Instead, more time should be dedicated to taxing the well-established, and to a greater extent. The average citizen will have more money to support himself and his family, if appropriate. With more taxes coming in from the sources that actually matter, additional funds can be directed to the improvement of city defense, useful research, law enforcement and the general improvement of our way of living.

The availability of employment must be improved. Money must be invested in bringing knowledge of agriculture, fighting technique, literacy, medicine and magic to those who require it. My ultimate goal here is to bring jobs to the masses, and subsequently reduce overall crime, poverty and government spending.

Increased communication between the Council and Sanctuary's government-funded agencies, such as the Watch and Spellguard, must be emphasized. Regular audits of these organizations will reduce abuse of power and Council funding.

We have only scraped the surface of what Sanctuary is capable of becoming, and I am eager to help it realize that potential. Are you as well?
