Mr. Nikitovich,
Thank you again for the hospitality of yours and Mr. Blogs. If you found the time, would you kindly reply to this letter concerning some questions that I have. The governmental status of Sanctuary seems somewhat confused at the moment, from my stand point. Perhaps you could bring to me some clarity.
What is the status of the office of the Mayor as of now? Is there a new candidate being considered for the role?
What is the legal status of what is generally known as "Lower Sanctuary"? Is it still seperated from "Upper" Sanctuary? Are there plans to re-integrate it?
And lastly, would you kindly provide me with the list of present Councilors? Also, perhaps any notes of opinion you have pertaining to them.
If I am being to prying, then I understand. If there is anything that I can do for you now or in the future, please let me know. Thank you for your time, Mr. Nikitovich.

Hopefully this information helps to clear up some of your confusion about Sanctuary's government.
The position of Mayor and the functions of the Office of the Mayor are being discussed by the Council.
The late First Citizen & Defender & so on (from here on, Mayor) Demetrius Bhast declared that the caverns and land that were commonly referred to as Lower Sanctuary are no longer a part of the city. I am unaware of any plans to reclaim Lower by any government body or agency.
At present the Council is made of:
- Frum Highill, in his third consecutive term. A successful merchant who is providing the coin for a Council-sponsored library. He recently helped a Duergar merchant acquire a stall in the Upper Bazaar; this merchant was run out of town by the Society of the Ordered Mind. The Duergar was selling organic devices not unlike those employed by Illithid thralls. I would not speculate that Frum Highill is a thrall or in league with the Illithid.
- Wyric Crowshire, in his first term. He acts fairly professionally, compared to some past Councilors. He has consistently been the driving force behind discussions and votes.
- Victor Hastian, in his third or fourth non-consecutive term. A tailor, ladies-man and booze-hound.
- Adelia Tyrell, serving as a somewhat radical voice on the Council for years, and always able to back her arguments with more reason than emotion.
- Baron Maxwell von Matterheim, serving in his second consecutive term. A retired Watch Lieutenant, and nearly as old as Sanctuary. He may be popular with the public, and a deservedly-decorated old gnome, but his judgement has been questioned by certain people (particularly a recently-resigned Watchman).
If chronicling is something you enjoy, I would recommend responding to the historical society's advertisement to provide your fresh perspective on recent events.
