[A letter arrives at the Herald's, and one to the Council]

Office of the Herald, [or Council of Sanctuary]

The Tribe of the Blade would like to know if the cavern known as Lower Sanctuary is considered a part of Sanctuary, and under the Council and Watch's laws.

Bhast had said that it was not, but is this now Law? This is something that we would like to know.

Also, do those who live in Lower and are registered as citizen still citizens? So they are considered living outside of Sanctuary, but citizen?

It should be known to you that people freely attack others in the streets, and some even perform murder in response for this and even the slightest provoking. Soon, a power will arise to control this place, and it may be found to be enemy of the Council.

It might be wise for the Tribe to help control and reduce the evils that men do onto others in this place.

The Tribe of the Blade wishes to know the answers to the questions in our first letter. If you do not know them, or need time to discover them, it would be appreciated to know that they are being considered.

They are simple questions.

~ Is the cavern known as Lower no longer part of Sanctuary?

~ Do those who reside in Lower who are registered citizens still have the same rights?

~ Does Sanctuary law no longer apply in Lower?

We eagerly await your timely response to these questions. If necessary, I will arrange a meeting with a representative of the Office of the Herald or a Councilor if you would prefer.
