Esteemed Councilors,
My name is Hosfyrd Reev, priest of Tempus. I write to you with great respect, and humbly ask that you consider myself and my burgeoning group of devout warriors for the stewardship of the Sanctuary Arena. I strongly believe, as you might imagine, that honest combat as per the tenets of the Foehammer's teachings should be a celebrated facet of any society.
As I walk into the seemingly abandoned Arena, run-down, shabby and dirty as it is, I cannot but feel that this is not the case.
With your blessings, I would work tirelessly to reinstate the Arena as a place of activity and pride for the citizens of Sanctuary. Moreover, it is of the utmost importance for the defence of the city that its citizenry are fit and combat ready. Enclosed with this letter is my proposal in full. I am of course open to any suggestions or modifications on it.

The Steward of the Arena will be charged with the following:
- Training and supervision for all citizens interested in learning warcraft (including daily sparring and tactics workshops) - Running at least one minor arena event each week - Running a major event every month in which half of any profit made from spectators or combatants will be offered to the Council - Ensuring maintenance of the facilities (including payment for such)
The following advatanges will be awarded to the Steward of the Arena:
- Lodging quarters and equipment storage - The power to evict excessively violent or unruly individuals causing trouble in the Arena facility
