My Greatest Greetings, First Citizen of Sanctuary.

I thought I should tell you about an important matter. There was an attempt to create Sanctuary's First Library a while ago, and this was suggested to the Council only few days before you were selected to be the First Citizen of Sanctuary. However, I heard from Merchant Frum Highill that it has not been discussed since it was sent to the Council. To clarify you with few things, there were me myself and another one, who was supposed to be it's runner. Now I have not seen this another one for a while and neither I know if it's discussed in the Council either, so I hoped that perhaps you were interested to create such a place or similar to it. I know that you are disappointed to the Spellguard and I know how they have quite a lot of secrets inside their Tower. I would offer you a tremendous chance to create an organization which could offer it's researches to the use of the First Citizen and Sanctuary over all. Naturally I could take responsibility over this Faction.

From the speeches of Merchant Highill I would believe he no longer is interested to pay the ten thousand coins for the furniture and the things which would be needed or the other ten thousand coins given to the Sanctuary city if you are interested in creating this kind of place. Now I would like to hear if you were interested to pay a small amount to create such thing under your graceful eye and reserve a place, such as the Fathand's old bank for this.
