Dear sir,
In the interest of fostering trade between our settlements, the Shadow Tribe wishes to investigate the prices of various buildings to be used as a warehouse for goods that will be reserved for the good citizens of Lower and a place where Tribe members can peacefully begin constructing ships. We are looking at two pieces of property - the island where the Tribe's statues once stood (and, since the Tribe's departure, has become a haven for vicious gnolls) and a nearby building. How do their prices compare?
It seems logical that the state of Lower will have some impact on the price. Roaming gangs stalk the area, halted only briefly by the few Hoarans who still live. Invading hoards of goblins (undead and otherwise) scramble for control of every inch of land that they can grasp, and every merchant and man of means must hire multiple bodyguards just to do business.
It is my hope that the surpluses of food and other goods will benefit the citizens of Upper and Lower in a number of ways. The most obvious is that basic needs can be addressed more easily. To ensure that the Shadow Tribe's interests are not attacked in Lower, it is my hope that we will begin hiring for positions in a formal Embassy Guard. This will deter crime in the Canal Ward and give the unemployed masses of Sanctuary a source of honest income so that they are less likely to resort to street crime.
