The Order of Spellguard Mages

The Office of the Treasurer is conducting a statistical analysis of Sanctuary's domestic law enforcement activities on behalf of Mayor Demetrius Bhast and the Sanctuary Council. Of course, this analysis is most applicable to the Sanctuary Watch, and they have been contacted accordingly. The logbooks which they send us will allow us to meet sufficiency according to the Mayor's criteria. This is not enough for us. Eager to be as helpful to the Council and their decision-making as possible, we would like to collect logbooks from the Spellguard also.

Information provided by the Watch alone will allow us to determine the following:

The mean and mode, standard deviation, upper and lower quartiles, chi-squared (compared to the current recommended fines), among other calculations of fines charged to criminals for a variety of crimes, excluding victim reimbursement. The proportion of convictions resulting in arrests for a variety of crimes by the Watch. The proportion of convictions resulting in fines for a variety of crimes by the Watch. Classifiable crimes as a proportion of all instances of crime in Sanctuary handled by the Watch. Average number of arrests and fines per Watchman over a period. Expected number of arrests and fines made by the Watch as a whole over a period, given the current rate of Watch arrests and fines. Average fines collected per Watchman over a period. Fines expected to be collected by the Watch over a period according to the current rate of collection. Statistics regarding the number of poorly-written or incomplete logs by the Watch A comparison between government payments made to the watch and the returns in the form of fines, tax collections and criminal convictions, as well as any other regular services the Watch may render.

With the addition of Spellguard log books and other simple information, we will be able to go further:

A reliable calculation of classifiable crimes as a proportion of all instances of crime in Sanctuary. Average number of arrests and fines made per Spellguard Agent over a period. Average fines collected per Spellguard Agent over a period. Average number of arrests and fines made per domestic law enforcer over a period. Average fines collected per domestic law enforcer over a period. Fines expected to be collected by the Spellguard as a whole over a period, given the current rate of collection. Fines expected to be collected by domestic law enforcers over a period given the current rate of collection. Expected number of arrests and fines made by the Spellguard as a whole over a period, given the current rate of Spellguard arrests and fines. Expected number of arrests and fines to be made by domestic law enforcers as a whole over a period, given the current rate of domestic arrests and fines. A comparison of the proportion of criminal convictions made by the Spellguard and the Watch, for a variety of crimes. A comparison of the collected fines between the Spellguard and the Watch, for a variety of crimes. A comparison of the frequency of arrests between the Spellguard and the Watch, for a variety of crimes. A comparison of the frequency of incomplete logs between the Spellguard and the Watch. A comparison between government payments made to the Spellguard and the returns in the form of animatrons, warding and criminal arrests and fines, as well as any other regular services which the Spellguard may render. A comparison between the returns of the Government's Spellguard and Watch payments.

As you can see, your cooperation will be a monumental boon to our report to Mayor Bhast. While we are not requiring you to provide us with information, we hope that you can see the benefit in working alongside the Office, and that you might choose to provide us with information anyway.

If you are willing, we would like to receive two copies each of retired and current logbooks detailing the Sanctuary's activities against domestic crime (selected without any bias!), a brief summarization of spell wards maintained and established over the past two months, a brief summarization of animatrons maintained (and used for city defense), established and culled over the past two months and any other services provided by the Spellguard which you feel need to be noted in our analysis, in the past two months. We would also like the total number of people working inside the Spellguard, as well as the total number of people who deal with domestic crime within the Spellguard.

Alternately, you may cooperate partially by providing no more than the 4 logs. This will not allow us to do an analysis which is quite as thorough, but it will protect any information which the Spellguard deems too sensitive to disclose. Know that any information which the Spellguard does disclose to the Office of the Treasurer will not be shared frivolously.
