Honoured Councillors,

The situation in Lower Sanctuary continues to worsen. Though the Seekers understand and appreciate the complex nature of any defense arrangement for Lower, many rogue goblins and kobolds, some maddened survivors from Goblin Town, wander the streets of Lower. They cause mayhem and commit murders, and attempts by locals to bring them and other criminals in only further the chaos. The recent deaths of Spellguard members and the history of disappearences among Watch members shows that they cannot guard Lower without bringing undue risk upon themselves. As the only part of the defense "triad" welcome in Lower, the Seekers propose a reinstatement of rescinded powers afforded to us in the original "Civil Defense Act." The Seekers do not have the numbers to properly guard Lower on our own, and it is not our purpose, but this will serve as a TEMPORARY means of restoring some measure of order to Lower Sanctuary, until the council can agree on a proper arrangement.
